You need a shag haircut to pull this punky look off -- it will have allover layers, which accounts for the tons of volume she has. Ask your hairdresser for thick, long bangs too.
Step 1: Apply mousse to damp hair and blow dry with a diffuser (try John Frieda Luxurious Volume Thickening Hair Mousse, $5.79). Don't use a brush; you want this to look naturally air dried and messy. Do use your fingers to direct bangs to the side.
Step 2: If your hair isn't processed with color, you can mimic the fluffy, punky look with dry shampoo, LeCompte says. Sprinkle it on your scalp, flip your head and shake your roots with your fingers to distribute it. (Try Klorane ECO Gentle Dry Shampoo with Oat Milk, $16.)
Bonus Tip: Momsen (as well as Jenny) sometimes "grows" a few feet of hair overnight -- it's not some miracle growth hormone, it's extensions.
