Katniss and Peeta come from District 12, the poorest district in the nation of Panem. It specializes in coal mining, and is surrounded by a 12-foot electrical fence that is supposed to be on at all hours. However, Katniss realizes it’s not on at all, and slips out of the District to hunt for food in the woods.
